I have no idea what the community charges will be but I suppose the elected President will have to be someone who is based there for most of the year. While I know the charges wil cover refuse collection and garden and pool upkeep I suppose we will also have to factor in repainting as well as the white will certainly need doing. While I am quite used to concensus building I am interested to know how the whole process of deciding the Community charges is decided.
Great to hear that the whole site may be finished by March next year and i like you have a fear of an adolph being selected as President. We are on phase 9 and due to complete in February and hopefully earlier. Anyone any news on getting the Sports channels and its good to hear that Spanish TV were showing the liverpool game last saturday.
Cant wait to get out there as we are nearly washed out here in Dublin.

Think you will find that refuse collection does not get paid in with your community charge.you will have the community charge plus the municiple payment plus the refuse payment .

When we originally reserved, we were advised that the green area's would be maintained by the council, we would be responsible in addition to utilities/refuge for the upkeep of the pool on our phase and also a regular contribution into the pot which would be used to repaint the houses on a regular basis - this would ensure that the development would be kept up too without individual houses falling the appearance down - a good idea.
Given the responsibilities of the management company being so limited, we hope that the development will run quiet peacefully.

Not sure who know's what but in Spain the council tax is called the IBI tax and is paid annually, I currently pay 123 euros for the year for an inland town house, rates for houses on the coast are different and depend on the facilities ie:pools, green area, toilet blocks, parking etc. The water and sewerage is paid every two months and depends on the council bandings, I currently pay 35.00e every 2 months and the electric is also paid every 2 months although I believe this is due to change to monthly shortly. Fines can be issued by the council for using too much water in Spain, I know because I have had to pay one for 300 euros for using over the agreed amount.
None of the above are payable until the house has been issued with a habitation licence and adopted by the council as a legal property as the IBI will cover drainage, blockage to water/soil pipes, repairs to roads, policing etc. Until the licence is issued all owners will be on builders supply, they may send out bills to owners or may give you free electric and water! but as there are nearly 1000 house s I doubt that very much.
It would be better to get your habitation licence first before moving in and have all the services registered in your own names as then there will be no unexpected bills from the builder at a later date.
It is not uncommon for builders to invoice owners for water and electric before they will give them the habitation licences. I have tried to warn people on this site about completing without the habitation licences. It have been mentioned on here that it could be 2 years before the licences are issued!
Rowley House seems to have done their homework, it is a shame that so few people have not, at the end of the day the builder can verbally tell you what they want ,it is not contractual! A good solicitor will advice against completing without the habitation licence and contrary to popular belief it is not common nowadays to complete without this!

Thanks KP, that's why I'm still insisting on a bank guarantee. Yolanda was surprised I wanted a BG at this late stage but does anyone know when we'll get our habitation licenses. Anyway I still haven't received BG and we've been constantly asking since March for the renewal. We paid 800 euros for the first one back in 2005.

If you get the bills from ibi and dont pay them as you are not there then you can pay them in huercal overa at the municiple office on the main road,but to set up a direct debit you need to go to pulpi unless you are there when the first bills come in then you can set up direct debit at your bank.The water and electric ( galasa and endesa) are easier to set up and paid every two months as is the refuse collection (basura)The ibi is partly based on the price written on your escritura.

Just to confirm what KP has said - my solicitor only last week strongly advised against closing without the habitation license. The problem for all of us is the length of time it will take to get them. Perhaps if we all held tough Peinsa may get the finger out and put pressure on Pulpi to issue them. Apparently they (Peinsa) will try to tell you that this is not a reason to delay closing but my information is that failure to produce the license IS grounds not to close.
