Building Defects on Phase Two apartments

We have had water ingress in bedroom one below the patio doors of the apartment above. This problem only becomes apparent during heavy/torrential rain bursts and initially causes staining to the ceiling. We have been in contact with PW on several occasions (in person and via telephone/email). All to no avail. We have been totally fobbed off on several occasions with false promises.
