Be extremely careful if transparency re current outstanding debts is not forthcoming as you suggest Robert.
In the past there have been many concerns expressed re Banks not paying their community fees on repossessed properties, plus owners with outstanding debts, thus compromising the whole community of owners left to deal with such consequences, hence legal due diligence re debt certification ( at individual and whole community levels) is essential when purchasing in Spain.
