I live in Roquetas de Mar, and visit Enix every week. I do think part of this development is ready for possession, but there is still diggers and workers on the site, particularly at the back which is phase IV?
I have heard a lot of stories in the village about delays and problems. I was considering buying in El Ray back in 2004, but I found out Palerma was also completing a similar project in Golco, same design ect, near Mecina Bambarron, which was having huge problems. Namely subsidence on the lower part of the complex due to poor foundations and drainage. I saw large cracks in outside walls and concrete supporting walls for the street supports.
Also the Golco development was going to have a hotel, which never was completed, and to make matters worse, half of the complex was deemed illegal by the Junta Andalucia, and may never get possession papers. Plus the Mayor of Messina has been fined. But that doesn't help folk up there.....
Obviously, not all these may apply to El Ray, but it is the same developer, so please be VERY careful.
Basically, get an independant lawyer, don't try and save the 1% on fees with the builder/developers legal team. It isn't worth it, obviously.
The telling thing with projects like this is, is the bank still offering guarantees? And are they offering mortgages? If yes, you might be ok, as the banks do tend (usually) to check most things for their risk factor.
