Sorry to hear your story Clare.

I have suffered a recent break in and now how you feel. I have been recollecting thoughts from my last stay in DV and when I am over again I will be keeping  notes

When I was over beginning Sept. There were 2 eastern european men by the pool kept themselves to themselves. Although when they were in the pool they were quite loud. One particular man was built like a body builder (late 20s- early thirties). They always walked off in the direction of the smaller pool. Were they residents or holiday makers. Don't know.

The paddle tennis courts were used by 4 spanish men in 2 cars late one afternoon because my son couldn't get on the court. They parked  by the court and when finished drove off the site.  RyF employees?

Early one morning I found a tesco carrier bag with a chicken carcass, and a large carving knife in a planter at the bottom of a blk 7 stairwell. Most disconcerting. I binned it.

There were 2 abandoned cars on the service road behind blk 7 that had police stickers on them. They were both eventually removed but one ended up in the wire fencing opposite for a while before the owner (?) got it off site by bump starting it.

I also suspect that you may be able to access DV from the golf course, lifting the wire fencing and getting underneath it.

Anyway, none of my recollections may be relevant but we should all be vigilant.

Hi,

We visited DV to view our apartment in Phase 3 a couple of times during the first two weeks of this July. 

We walked around the main pool on three different days and there were 2 eastern european men at the pool.  They did not acknowledge us, just laughed and were loud and drinking cans of beer.  One was bald and looked lilke a body builder, the other was slim build.

These sound like the same guys.  Are they long-term renters or do they own a property or are they just using facilities?

First thing we will be doing when we complete is change the locks and do whatever else we can to prevent these break-ins.

This all sounds very disconcerting but not that surprising given the total lack of security on site when we were over in August.

I am convinced that several people around the pool were not owners or tenants, but saw DV as an easy place to use without anyone challenging them.

The fencing around the site is negligible and the "security guard" at the top of the site was conspicuous by his absence most of the time. 

Both of these things need looking at and I dont think it helps having 60% of the site unoccupied.

Is this sort of thing normal for new developments of this type and does it settle down a bit once the site fills up?

Chris,

I know of another development that has had problems in San Pedro about 4 years ago, and we had a couple of incidents at the community in Manilva about 5 years ago.

It may be a good idea to post your question on the general forums as you will be asking a much bigger audience.

Its possible all these problems are a result of just 2 people if we can catch or deter them they will move on.

Yes I did and I replied to your email address see note below in blue.....and the reply I had from Rosa was an invite to a meeting next week but I don't arrive until the day after. Have I missed a note relating to Rosa I don't know.

Basically I speak some Spanish, but I put what I write or receive through a google translator and look at what comes out, and then adjust. Sometimes you need the context of the question so you relate it to the answer. Here is the refined reply.
 
He knows you have heard about problems but is asking you if there has been any problems in your apartment. If so what are the details.

From the replies I have seen he want the facts not here say. I will a general posting on the forum later today.

I am extremely worried about this matter.  I was planning on staying at the apartment with tmy wo children alone and because our's is a ground floor apartment, the breakins are concerning me.  I wrote to my lawyer, as we are due to complete this week, re this matter and this is the reply I got....

With regards to your e-mail received on the 8th of November, I spoke to the developer and they confirm that there is security 8 hours a day in Duquesa Village.

The urbanization is surrounded by rampart and walls & safely gate. As long as Beatriz from the developer’s office knows, there has not been many break inns.

What they suggest to all the home owners is when it comes to the annual meeting of the home owners, to get 24 hours security guard and at the same time you could hire the alarm system with Prosegur.

If you wish to get information with regards to the alarm company, please do let me know.

 Any advice?.

My wife & I were out from last Wednesday and the only security we saw at any time was the guy sitting in the porta cabin at the roundabout at the top of the development. No sign of any other security, although we were told by someone in block 4 that they have seen a security guard checking in at his security point.

The security barrier is permanently up as the developers have broken its holder.

Very few people around at present.

We had security bolts fitted on all our windows at a very reasonable cost

Not many break ins is I am afraid this is a 'head in the sand'  view from Beatriz, at least 5 break ins and 4 attempts that we know about.

If you have been burgled then one is one too many.

I found out today that other break ins have occurred on another site in the Duquesa area.

Just spoken with Rosa who has some options for additional security we might want to consider. At moment we have 8 hrs overnight security. The guy checks in electronically at certain points and these can be checked and are checked. The only issue is it only covers phase 1 at moment and she is trying to get agreement from our President to widen the scope. ( Jeff , this is one for us to discuss when you arrive) . As all of the breakins are during the day I would suggest that the scope is widenned to cover the day too...but to do this she will need approval.

Video surveillance is also being priced .

I'm really concerned that the security, only there at night at present, is only covering phase 1!  Why, when phase 2 has been released and they are now releasing parts of phase 3?

I think it's imperative that there is 24 hour security on the site.  It's apparent that the culprits are aware of no security during the day, as (from what I gather) all thefts/burglaries have taken place during the day, in daylight!

If it means an EGM has to be called, then that should be so, but 24hr "gated" security is a must.  The guy at the entrance during the day is not security for the residents/DV, he is only there to watch over the developers/contractors' interests (materials, etc.).

Video surveillance is effective only if it cannot be tampered with and if the theives cannot avoid it (if they are aware of the position of cameras).

I agree, 24 hr security covering all released blocks whether phase 1, 2 or 3 is an absolute must.

Is the presence of a security guard on Phase 1 due to the fact that Phase 1s fully occupied and the community charges paid by the owners covers the cost of having a security guard?   When DV Phase II was marketed it stated that there was 24hr security, along with other features which also haven't materialised.....but that's another grip!!!

For everyones info, the night time guard has a hand held device which he holds against circular devices that are fixed to walls (at heights of around 5ft) around Duquesa Village. This gives the security company a print out of where and when he partolled each night. It would be useful to know how often each patrol is done. To extend the area covered, more circular tags can be fixed in position. It wont be long before night time breakins start... the problem at the moment though is the daytime as people are free to enter and exit the village to have a good look round completely unchallanged...  I dont know of any night time breakins as yet.

Also, from what I understand, it would appear that it's the tenanted apartments that are being targetted.  I haven't heard of any apartments being broken into that haven't actually had people occupying them at the time - as opposed to ones used as holiday homes, etc., unoccupied at the time. (If that makes sense!!).  They don't seem to be after tvs, or the like - it's passports, cash/cards, jewellery, etc., which they will only find when there is actually someone residing there.

We have to get 24hr gated security as soon as possible and have details taken from all those entering the site, like car registration, apartment they are visiting/renting/own, etc.  There is only one way in and out of DV by vehicle.  Also, whoever is responsible for the fencing around DV should ensure that it is secure and there are no vulnerable places were people can easily slip in or out of DV.

I would venture to suggest that as RyF still own the majority of the development, it wouldn't be much of a problem for them to call an EGM and, whether anybody turns up or not, they have the vote to extend the security to 24h and have at least one person on the gate and one doing the rounds.  I can't see that any of the owners in DV would object to that!

I may be wrong but I dont think it needed an AGM or an EGM to set up the original 8 hour overnight security so it should be no problem for AEA or RyF to extend the scope of the current arrangements immediately without any further delay.`

What we need is gated security and this will be the last thing we get when the bulder finishes the site , it will be probably the last item built and in my last conversation with Gerrardo the design for the entrance hadnt been finalised. So what do we do in the meantime.

1. Extend to 24 hour onsite ptrolling security

2. Extend to all phases released. Some of phase 3 released but not handed over to the community as yet.

3. ensure that the guard varies his route as these thiefs are smart enough to watch people leaving they will also know the quards movements

4. Its possible and some of us believe likely that this could be a tenant . Rosa has suggested that , for a number of reasons including security , all owners with tenants should pass to aea details of their tenants which mat be copy of their passport page. I think as a community we should all know who is living there. I think this is covered by our community rules but could be reinforced. Obviously these details would not be publically available to abide by any data protection issues.

More details will follow when Rosa sends me the points from my meeting which are community related. I have asked her for quotes for 1 , 2 and 3 but she cannot spend money without the community say so and if Gerrardo says yes and he is holding most votes then it will happen.

Jeff and Paul will be meeting with Gerrardo next week so all thoughts and suggestions will be gratefully received.
