Community Satellite / TV Service requirements

Can anyone let me know what channels a community is legally required to supply on a community satellite / TV system?
We have a community of 60 apartments at Mijas Costa with a mixture of nationalities and we are regularly having to look at upgrading our system to offer more channels.
I can understand that as well as the normal satellite Astra channels we must also offer Spanish channels but with the TDT services can owners not just get these with a cheap TDT box connected to the community ariel rather than a costly upgrade to the community system. Also what upgrades are needed to offer the HD services on a community satellite system
Any advice would be appreciated.

AS I understand it, all developments are required to make provision for the reception of the Spanish TV channels. This can be via TDT or via satellite. There are no requirements for provision of other countries tv at all. Some say that you MUST have access to TV from your own country. If so, then even Sky News or BBC World News would be OK, and probably why you have access to Astra 1 satellites (good as it covers channels in a number of languages).
Normally you do not need to update anything on community systems for HD channels, but iit depends on how the system is configured.
