Cedula's - anyone out there know about them?

Hi everyone, 

I like to look into aquiring a cedula for our finca and wondered what is required in the property to bring it up to 'cedula' standards.

We have water, electricity (albeit we generate our own with solar and wind generator) .  Anyone know of complications we may come across?
