The allowance hasn't changed as there is no limit. What has changed is that the customs officials will now ask you to prove that the tobacco is for your own consumption when you have more than 800 per person instead of 3200. They say this is to bring the UK Customs into line with other EU countries.
I think they call this the "indicative" limit, or some such gobbldygook. But, as tobacco has had the duty paid in Spain, there is no limit to the amount provided they are for your own use "or for a gift providing there is no monetary exchange". That means that even if someone pays your petrol money in exchange then it is illegal. Giving your Dad the odd 200 is not illegal.
It's also been advertised since March this year that the new "indicative" level would commence from October this year.
