property value law

I would be much obliged if anybody has a view, info, experience etc of the following.
It concerns TEARV (additional property tax) we have to pay a solicitor his fee for quashing our tax demand that he claims to have fought in court. We have heard and read in Spanish newspaper that the tax was illegal. If it was ruled as being illegal we dont consider our solicitor has done anything as the ruling was in February this year and he claims to have had it quashed in May. This may be genuine but I feel that as an ignorant foreigner Im being had over by my solicitor. If anyone is aware of this or has an opinion or if there has been a previous posting any advice is greaty welcome. Thanks
Dave

TEAR = Tribunal Económico Administrativo Regional: the authority that deals with these claims. I don't know about the law or any ruling in February (hopefully Maria can answer that), but I just read an article here that mentions these claims can take a year to process with TEAR - so I can believe that your solicitor did indeed start the legal proceedings before any such judgement was passed. In that case, I could understand him wanting to charge for the work he did do, even if it would now be superfluous. When did you receive the claim for additional tax?
