Can you use Amber Bulbs in Spain and France instead of the Headlight Beam benders you fit to the outside of your Headlamps or do you still have to fit the sticky on benders

I`m not sure about Spain, I work in France, use my UK car, when I asked a French Police colleague,he told me that it is the direction of the beam and not the colour of the bulb that is important.
