Is there a general ruling in Spain as to how far from a boundary one may erect a removable building?

In this instance it is a wooden shed standing on railway sleepers 10 metres from nearest boundary wall, My friends have been informed, by their builder !! , that their local town hall state any structure,permanent or temporary, must be a min of 15 metres inside their boundary wall and if they don't remove it then he will not be able to obtain the licence for the pool. Something  which was built and license paid to the builder for  3 years ago.

Are they right to believe the builder ?
