Basically, the overiding factor is the Law, so any statutes must be lawful. It doesn't matter how many people in a community vote for something, if it is against the law then it cannot be applied. So the in the case of domestic animals, it is against the law to prohibit them inside a property.

As far as I can see it's not a matter of switching your mortgage from one bank to another. In reality you would need to get a British bank that was willing to give you a mortgage on a Spanish property. Then pay off , and, cancel the mortgage with the Spanish bank with the money from the British mortgage, Quite simple, in theory. Although, I don't know how willing a British bank would be to give you a mortgage on a property in Spain. Maybe if you still own a property in the UK it would be easier.

The important question is Are you a tax resident in Spain or have you just registered in the Town Hall? You say that you haven't made a declaration in 6 years so how could you proove Tax residency? You say that you have only paid tax through a property transaction. Was that as a buyer , or as a seller?.  If it was as a seller you would have had to declare it on your anual declaration as a tax resident  or leave a porcentage of the price as a non resident.  These are all factors that could establish your tax status,  tax liabilities, and where you should be paying.  There are things that would need to be clarified before any proffessional advice could be given.

Leagally you don't have to do anything. No need to change your driving licence nor to get a residencia or certificate from the police department, as you are only here occasionally. So don't worry.

The amount quoted as bank fees is extremely excessive, normally a bank would charge 1-2% of the value of the mortgage, which in your case should be around 800 euro to 1,400 euro maximum. I would suggest that you find an independent Lawyer, and if you can't deal directly with the bank to sort out the mortgage, an independent Broker too.

The Estate Agent is obviously receiving a commission for the sale, could that be included in the, so called "Bank Fees"? I would ask for a breakdown of the 6,000 euros to find out exactly what it is for.  

You really need indepenfdent advice from somewhere, don't rely on the Estate Agent only, as they have their own interests at heart.
