maybe ,IBI seems to have that on the documentation-what exactly is that ?,also how can that be issued if house is deemed incomplete?.I take it you never recieved your habitation licence as I was informed only the builder can apply for it and I know that he is now deceased.I assume the purchasers never requested to see said certificate?.I have electricity and water also.

I have been trying to hand back my house to the bank for the last 1 1/2 years but due to an issue with the habitation licence (lack off) I have been unsuccessful,however I have now recieved a bill for the last 3 years rates/community charges.The last time I managed to speak to the townhall they said that the house was still under construction as the builder had not applied for the first habitation licence.If they are now issuing community charges does that mean that they believe the house to be finished or as it is Spain I still have to pay these bills even without the licence?

did have a lawyer who is long gone,however I thought I may have some come back on the back allowing the mortgage to complete?.However bank is taking no responsibility,not sure if I have any comeback with them?

after much digging I have found out my house was purchased as a holiday apartment and not as a home.The developer built them seemingly as apartments in some way connected with the hotel that was built at the same time.I have now found out the first habitation licence was never applied for and consequently having problems with my "Dation en Pago" although everything has been completed for 6 years the developer does not seem to have applied for the correct licence and my house as deemed incomplete by the town hall.I am not exactly sure what the difference in status means? can someone enlighten me.Also if the developer does not apply for the licence how do I go about getting one myself although this seems unlikely as the apartments/houses what ever are somehow deemed as 1 development with the hotel?

how is it possible to reposses a house which is already mortgaged to another bank? he is not in default with them and there is NO equity in that house as it is now valued well below what is outstanding on the mortgage.
