Further to these comments the police around campo de Gibraltar (Tarifa etc) have long had an issue understanding the difference between a NIE and residencia. (A nie is necessary to buy a Spanish property open a bank account or own a car but doesn't necessarily mean you live there.) so in the past I've had cars taken off me at the roadside as they claim I'm resident and can therefore not drive a uk plated car. I have heard that since brexit they are also doing this to Gibraltar residents with Gibraltar cars. You can obtain a 'certificate de no residencia' which helps!
