It seems that way at the moment. My friend has a house that is 25 years old it is now classified urban and she is paying 1200 euros a year taxes for her house. but she can't get a cedula because it was originaly built on Rustic land . Strange that they let the house stay there all these   years and take taxes but won't alow it to be sold!!

It has gone to appeal now to Bacelona, so hopefully it will be resolved. But she is not the only case here, 90% of the houses here are in the same boat. It seems that it dosn't matter that you have an escritora that states that the house is a vivienda you still can't sell it!!

Hi everyone, I live in Catalunya. In Catalunya they have just decided that no house can be sold without a Cedula de habitacion.  Which is proving almost impossible to get. One of the things that you have to have is a building license for your property, which is fine if it is a new build but for the hoses that were built over 10 yrs ago 90% of these do not have a license. So therefore they can't be sold!!!  It is a big problem here at the moment, Is this also required in the rest of Spain, if so how long as this been in place.

Catalunya is a lovely area and the people in general are very welcoming and good people.
