The reason it is a con.
We are charged for the kilo (thousands) of watts we use. The simple formula for watts is: 1 watt = 1 amp times 1Volt;
the amperage, that is the current draw of a compliance in a steady state is constant and the voltage is the only thing you can vary to lower the Watts consumed The voltage would have to be lowered equivilant to the 'percentage of alleged savings. If you lowered the voltage by 30% then you would get 'brown outs' which is the dimming of lights and motors stopping.
The vidio demo gives no techical info but shows an elictical motor drawing the same current as prior to fitting of their component but there appears to be another ammeter closer to the controol box showing half of the current draw
NASA would be most interested in this gizmo if it could reallydo that!
