Hi my friend has bought a new car with spanish plates from England and is planning to return home on Wednesday to Spain. The problem he has is that the car has no ITV at the moment. Please could someone help and let me know the nearest garage to Bilbao as thats where his ferry will be arriving. Many Thanks Kelly xc
