 Anyone else being overchaged by Endesa? Had Mad bill? What have you done?

What is it with Endesa? Our house is empty except when on holiday there. We were ticking along with Endesa charging an average of €75 a month. Then we asked for the potencia reduced from 17 to 10 and they insisted we have an ICP fitted INSTEAD of a new meter!!.  Since reduced potencia (10)  the ICP trips out if we have four hob rings on at the same time as the oven!  At that point the average bill went UP to €185 a month (empty house mind)  and after taking this in November we got a November/December bill for €1600!  I think they've lost their marbles. Electrician battling to sort it out for us. I haven't paid €1600 but that's a worry.

 Endesa have just stung me 25 euros for this recargo 20% disuasorio . Apparently energy customers are required to opt out of standard tariffs and into "free market" tariffs. EXCEPT no one knows about this. Thousands of people getting this surcharge either on their bill (at least Endesa itemises it) or built into their tariff. How do you find out? I've been given this link (in Spanish). Anyone else caught by this? What do you do?

 Has anyone found their valor catastral has been reduced now that property values have fallen? My house is now worth less than the valor.

 We waited three years for our case against our developer to be heard in Estepona. Finally got a date last February. Heathrow closed because of snow so we spent hundred and hundreds of pounds getting to the court via other airports. Opponent didn't bother to turn up but ' for a hopeful moment' the case was heard. 

9 months later no judgment.  What is going on? Spain's legal system, not just Estepona, should be ashamed.

I  don't think that property prices will return to the peaks, which were silly prices only possible because the pound was strong against the euro. Looking at our beautifully finished development on the list of banks selling repossesed new property I see that houses priced at €550,000 4 years ago are now being sold at cost at €230,000.  Fully fitted Bosch kitchens, each house with its own lift, built by  top builder Dragados. If they won't sell what will?There's basically too much property and not enough money or jobs.
