Why is it that Mijas town hall does not do anything regarding illegal building work carried out on existing property (extension and renovation work)

Work that clearly should have a building licence gets ignored by the Major after formal written complaints, after various letters, after the file has been passed to the illegal buildings department, the illegal buildings department recommends fining the owner of the property and also issuing a demolition order. After several years and still nothing.

Why does the town hall fail to proceed in a lawful manner?

I hear this is happening all over Mijas Costa, the complainants are advised by the town hall to write to the Major every time they contact the town hall requesting an update on procedure.......................WHY

Does your neighbours illegal development effect you, if so lets hear how you deal with it (any district not just Mijas)
