Can the owner make this request directly to the local police Roy or is it just thorough the administrators?

We don´t want to do it in our names for fear of reprisals.

................... you cannot hide your identity
That applies to any complaint report (denuncia) you make to any of the police bodies (local, national etc) The person complained of will be given a copy of your report

Tricky system.
If that’s the case, it does try to make sure the complaints are 'real' but at the same time can escalate any existing problems and direct vengeance against the complainants.
Can you write an anonymous letter to the committee and ask for a low level discussion to take place by an administrator?

Really depends on the antisocial behaviour.
Denuncia are generally reserved for a criminal offence.
Breach of Community bye laws may or may not be criminal.
Best go check directly with your Administrator and ask their advice, but I think you must declare an identity on Denuncia.

A 'denuncia' with regards to a police matter, is a complaint of any nature,
Thus the subject of this thread, unsocial behaviour, would be a complaint made to the Polica Local.
