I do not have email you require but this was my experience last week.
I too was blocked out of my account at BancoSantander in San Javier. This was due to the bank requiring me to complete FIOC declaration (this is Know Your Customer requirement for anti money laundering compliance) which I suspect is also a case for many blocked people. Having e-mailed and telephoned the branch it was no good as they insisted on my visiting the branch with P60, proof of address, etc documentations. This is obviously not possible at present so I emailed everything to the branch manager, again with no success.
Please call their English speaking call center on 0034 917 098 567. They were most helpful. Once they have verified your credentials, ie passport number and a couple of digits of your online password, they will send an SMS to your mobile which is your electronic signature. Whilst on the phone to them, please log onto your online bank account and change your digital signature and proceed to 'Area Staff' button on the top bar. Open the FIOC questionaire which is ever so simple (but slow so be patient) complete the boxes and a few days later your bank account will be unblocked.
