I have just contacted my lawyer to ask that they contact Aifos with regard to the refund for the electricity/water and have been told by my lawyers that this issue is something I will have to discuss with the Community Administrator, or the president of the community, as they are the ones in charge of these kind of issues.   Can anyone let me know if this is the case and if anyone else has had any joy in getting a refund from Aifos.

As President I can confirm that the refund of monies owed for water and electricity by Aifos has nothing what so ever to do with the community Administrator or myself . This issue is between each individual apartment  owner and Aifos.  Each apartment owner has to contact Aifos to arrange repayment of monies owed. Our lawyer has been in contact with Aifos and we got a refund in April 2008. The contact at Aifos is Teresa Galvez.
