AGM minutes

Can anyone help me please?

I have an apartment on Jardin 10 & have just received the minutes from the AGM from Mileniun.

Can anyone tell me what the amounts owing against our apartment numbers relate to?

I was almost asleep after scrolling down through the minutes when I saw our aparment and a figure beside it.  I panicked until I realised that that was the figure taken out for the 1st quarter community fees.

There is a list of debitors before this giving the date of first unpaid bill and the last.  In some cases this amounts to almost 7,000 euros.  Quite scary because I think that if you buy an apartment which owes money, the debt transfers to the new owner. 

Can anymone confirm this?

I think the debt is not simply transferable, but you cannot sign a deed with this debts, the current or future owner must pay off before signing the deed over. I believe that is how it works...
