The owners of MCC, Huma Med, are in Administration/Liquidation so no one has a vested interest in complying with the regulations which will enable you to obtain a LFO:technically you should not live in a new property without one!
Also it is unusual to have mains water and electric without an LFO-another serious problem
but there again you may like the the location and house and the price may be very attractive due to the lack of LFO but in the future a sale may become even more difficult than at present
However to be pragmatic, currently there is a very wide choice of properties at low prices which do have all the correct paperwork, so why take any risk at all!!
The original buyers at MCC took that risk. I understand some did receive their LFO but others not when the recession started but that was different times
One thing is certain: Huma Med will go. Someone will buy the left overs of the site to make money and the new owners are unlikley to be interesetd in owners who do not have their LFO and if they intend to provide the facilities needed then they may well charge
From all reports those who live on MCC enjoy it and have little day to day problems-I think there is a MCC Members Forum: worth a look if you can get a pasword to get in
