Thought I'd post my charges breakdown for comparison.

Plus Valía Tax TBC
Community of homeowners – initial fee 350 €
NIE Certificates: 175 €
Handling charges 150 €
Changing of utility service contracts: 320 €*
Water connection fee: 300 €*
Access to property – electricity technician: 140 €*
Fiscal representation: 250 €
2 Spanish Wills (includes Notary fees): 540 €
As you can see my 'Utilities' total is 760 €* but my 'handling charges' (whatever thay are) may also be in connection with the utilities which would push my 'Utilities' fees up to 910 € not too far away from your 1000 €.
I've requested a further breakdown of the above from my lawyers so I can see exactly where my money is going and I think you need to ask your lawyers for a breakdown of what 'Utilities' include.
