You are both correct in my opinion.
The people who are selling now are mostly'flippers' and probably a few people in the minority who have had a change of circumstance and no longer wish to complete.
Most will be investers though who have bought off plan when the Roda concept was not even designed, these investers allow the developers to get the scheme off the ground as the financial backers normally look for developers to have a guaranteed investment of £? before they will back the scheme.
Well thats how it works in the Uk, so I'm assuming its not too different in Spain. Once the resales are sold, the original investers make a modest profit and the new purchaser will be happy with their instant equity purchase.
The resort should then settle and long term investers will benefit as the low turn over of quality propertys will create a demand and in turn force prices up.
