Private Message Facility

Can anyone tell me how to set up this pm facility, I have tried several times with no luck. I have received private messages, but again I am unable to access them. All I get is the same page asking me to request permission to use the facility, I have sent this form back on many occasions and am still waiting for a reply. Is there anybody out there!!! can somebody please help.
