Possibly showing a litle ignorance here but I have to ask why the Certificate is with the College?
When we went through a similar exercise, the certificate was issued directly to us by the architect we had appointed. The architect had had no part in the schedule of work carried out. He came to the house and checked that the work done was in accordance with the original planning permission lodged at the Town Hall, and issued the certificate to us a couple of days later. His fee was 250€.
We presented the CFO to the Town Hall and they issued the LFO about three weeks later (after a bit of chasing up!)
