I really can't remember where I heard this, it was a long long time ago, but I have never used the sites you mention. It was some time after the bombing that it was said another country/group were the culprits and I never saw any news about prosecutions so have continued to believe, maybe mistakenly, that Libya were innocent of that particular charge . I say maybe mistakenly because Wikipedia does also say "The judge Peter Marhofer said it was not clear whether Gaddafi or Libyan intelligence had actually ordered the attack".
As for intelligence reports, it is what the public are lead to believe are facts by dodgy politicians or unelected spin doctors claiming them as intelligence reports. It is hard for the public to know what is true or false and often it is some time after the event the true facts emerge. For this reason I rarely believe anything described as intelligence reports just as I never believe government statistics either, in fact I just never believe anything the government says!
