electricity - builders supply to personal supply

Hi Everyone
we are about to move from builders' supply to personal meters in the next few weeks. I am in the UK and have been told that I have to go to the supplier with my escritura to prove ownership of the property before I will get electricity. Is it possible to use an agent for this e.g. our administrator or even a neighbour, or does it have to be done in person with a passport. Also, once we move from builders' to owners' supply, do they cut us off as they install the meter, so for example, someone who is in the UK and doesn't know that the meter is being installed on that day, will their supply be cut off?

Our neighbour did ours for us. Iberdrola sent a letter saying when they were turning up. However, someone had to be there to let them in as they fitted an ICP inside the flat. Our neighbour was on hand to do both his and ours and we had left them a copy of the Nota Simple which they didn't even ask to see. The solicitors had already set up the direct debit with Iberdrola and this just continued so I didn't need to leave bank details etc.
