Debtors Voting at Meetings

We have a number of communiites that have a Mancomunidad responsible for the 'common elements'.
For one reason or another all the communities are in debt to the Mancomunidad. As a consequence under the HPL they are unable to vote at meetings.
How is it possible for the Mancomundad to have a meeting and 'vote' to take legal action against one, or any, of the communities to recover the outstanding fees?

Possibly through the vote of those communities which, not being at default, are able to vote. Meetings at second call are not subject to any assistance quorum

I can confirm all of the communities were debtors at the meeting.

Well, this is a new one, where all communities are debtors.
I assume the macro community has either an administror or a president (or both?). I would therefore assume that either the administrator or president can approve things without needing it to be approved through the normal voting procedure.
But don't quote me on that, it's just my assumption.
