Can I get an N.I.E. without a passport?

My passport was stolen and I require an N.I.E. asap. I have a copy of my passport. Is there any way to get an N.I.E.

You must have your original passport, however, that said as we know strange things can happen in Spain, so give it a try, they can only say no.
It the copy is accepted, buy a lottery ticket as that will be your lucky day !!!
