Planning permission required to extend roof terrace?

We have a small roof terrace on our town house which is on a cummnity. We would like to extend the terrace by about 6 square metres within our our building area (ie take up more of our own roof space). This will have no effect on neighbouring properties (as we are an end of terrace and extending away from our neighbours). Other properties seem to have done this on the cummunity. Problem is we don't speak good Spanish so can't really ask them if they have applied for permission.
Are we likely to need planning premission or can we just go ahead and change the terrace?.

Where does one go to seek permission to extend a property, ( Planning Permission department of the Local Council where your house is located) and do you have to produce a set of plans before the application, yes, you do?

Firstly ask the community for permission, if they refuse that’s it. You cannot get building approval without it. That others have made alterations often means they did so without approval, either of the community or the council, that does not mean you will get away with it. Things have tightened up a lot.
If they agree, approach the building dept of the town hall. If a construction is either over the head of people (ceiling) or they walk on it above ground level, an architect’s plan is required.
