Hi There
One of Owner's has just completed a Wooden Terrace on her Property. She did not obtain the Necesasary Works Licence from the Local Town Hall in Estepona nor did she get permission from The Community of Owners Building by completing the Usual Form.In view of the Fact our Development is on the Listed Buildings(Zona Protegida) does she need permission from the Estepona Town Hall as well as rhe Junta de Andalucia.
Despite Our Community of Owner's Lawyer saying we would not win our case as there are other similar Terraces already built in the area around this Villa,could we not still report this Owner to the Local Town Hall for not having a Building Licence.
Other Forum Members comments will be most helpful.

surely no permission is needed if its made of wood as I think its regarded as not permanent .

Legally you need permission for everything. .Theoretically Even the 'gazebos ' that you buy & erect.
Up here it is even concrete bases over 2m2 . Anything put into the ground whether concreted or held by compacted earth requires a proyecto, not just a licence for small works.
