Obtaining NIE in the UK from Spanish Consulate

Hi,

I've looked at various posts re obtaining an NIE number here in the UK. The last post was back in Feb 2014, so just wanted to see if anything had changed. If I take my passport, copy of my passport, completed form and passport style photos and attend the Spanish Consulate at Drayton Place are they able to provide me with an NIE number? Is the costs still around £10.00 (as the lawyer wants to charge £360.00!!!). Where do the they send the NIE certificate (original) too - will they send this to a UK address or does it have to an address in Spain? Also, if I were to do this in Spain - how long would the process take. I know I need to attend a Police Station is it days or weeks? Does anyone know the cost to do this in Spain?
