My new Spanish neighbour wants to build a wall inbetween our gardens.Do I have to pay half the cost.

You shouldn't have to pay anything. In theory there should be a limitation of 2 metres in height if it's within one metre of the boundary, but, of course, theory remains theory in Spain.

I presume the wall will be built by the neighbour on his/her land; therefore you would have no legal responsibility for the cost. However if you benefit from the wall, morally you may wish to contribute to the cost.
