Community fee debts

Good Evening,
There was a post a few years ago regarding a community fee debt collection company who recovered the debt through the courts in U.K. & Ireland which was apparently a much quicker process. The company in question has now been dissolved.
Can anyone advise the best cost efficient process for collecting community fees owed by property owners?
