Buying a car

I bought a second hand car over two years ago and was given temporary paperwork and was told that they would forward the paperwork to me when it was ready. I paid for it in full and have the receipt and most of the paperwork for the car. The car was bought in Malaga.
Despite phoning and writing several times it now looks like they can't transfer the paperwork over to my name for what ever reason. They now put the phone down on me and refuse to respond to my letters.
Any advice on what action to take next.
I don't mind paying for a lawyer if I have to. Any recommendations?
