habitacion licence help please

Hi we've built a house ....all totally legal and have all the correct paperwork , we now have to apply for the habitacion licence but our house is a reform and it says reform on the plans stamped by the college of architects and also on our licence to build, we're getting conflicting advice...some people are saying that reforms that have been lived in do not need a licence of first occupation, our architect is saying that we have to go through the college for some mysterious paperwork , pay an extortionate fee for a cement report and then apply for a habitacion licence
Please has anyone else gone through this process very recently

We built our house on an empty field so neede haitation Licence. I remember having to pay our architect a fee to sign off the building as conforming to his plans. He never came to check though lol. This may be the form you referred to from your architect.
If you have doubts re needing COH why not ask at the town hall that issued the licence. We live in Fuente Alamo (Murcia) and all this type of stuff is dealt with by the urbanismo dept.

yes the ruined house was reformed and is now a Casa Rural for Tourism....we're paying a 5K euros fine from our Town Hall for change of use of the building
does this make a difference
