Going out to my recycling bin for a rumage, we're the same, everything gets thrown out that comes with the bill - just goes to show what can be missed!

Speaking as a Revenues Officer in Lancashire I have to point out that since 2005 the legislation on discounts was amended by the government and local authorities are no longer obliged to give discounts to 2nd homes. They can opt to award between 0 and 50% discount.
From what I've read authorities in areas that attract a large number of second home owners e.g. Cumbria parts of Wales and the West Country have opted on the 0% as a way of increasing income and making properties more affordable those who live in the area full time.
Other areas would want you to prove that you spend more time in your other home before considering a discount also you would not get a reduction unless you owned both homes. If your other home is also in the UK you would only get a reduction on one of them.
