IBAN discrimination is apparently illegal, but it is down to the banking entities to inform their customers in the change of requirements for payments to be made.
Saw this post that says Transferwise is still having direct debits taken as they use a BE IBAN.

A few payments later and still not seeing charges on my Sabadell account for incoming transfers when using Xe. My quarterly fee however has increased from 35€ to 40€

There are many other ways to pay for your purchases. For example, it seems to me the most convenient in modern conditions is a credit card. The credit card is mainly intended for non-cash payments, and the bank often assigns a certain percentage for cash withdrawals. If there is a need to use cash from a credit card, it is better to choose a card with the ability to withdraw money for free.
