Difficulties with houses in Spain

With the proposed new deal for housing in Spain for non residents of the European Union, will the Spanish market be affected. We are not sure as yet. There are some magnificent properties in Spain. Another consideration is that the weather is changing in Spain, so will it be too hot for many people nowadays, in the summer. There is the problems of residency and citizenship.
