ITVs get tougher: Details of new regulations out in May

A TOUGHENING up on compulsory vehicle inspections, known as ITV tests, is coming into force this May and will mean more stringent measures to improve safety on Spain's roads.

A new Bill of Law, or Royal Decree coming into force on May 20 means ITV stations will he equipped with tools that detect emissions fraud, or software installed to mask CO2 and NOx output.

After the 'Dieselgate' scandal, which saw hundreds of thousands of cars and vans recalled after Volkswagen was found to have doctored emissions readings, and in light of figures that show air pollution – of which motor vehicles are the main culprit – is directly responsible for over six million deaths a year round the world, Spain is determined to tighten up on any attempts to repeat the scam.

As usual, a lot of spurious figures banded about regarding how bad cars are for the atmosphere. Cars manufacturers have improved their emissions a 100 fold over the past ten years. We should be looking at third world countries which are still burning coal, this also includes China, for power generation.
thinkSpain also states that 11000 accidents could have been prevented along with 110 deaths if ITV's had been carried by owners when required. The only thing that causes accidents are drivers, the badly maintained car does not.
I applaud the increased stringency of the ITV but an enormous effort must be made to increase driver skills in Spain and to scrap junk heaps that still managed to pass the ITV ??
Until a car has a driver it cannot injure or kill anyone.

Two years ago when I went for an ITV at Albox testing center the emissions tester was not working but I received a pass but still had to pay for the emissions test.
