Here is an extract below. It refers to the carrying out of planning permission checks before purchase.
‘‘While Antonio Vercher is critical of purchasers who did not have these checks done at the time of purchase, he is ignoring that in some cases such checks may well have been carried out. These would often appear to show satisfactory results because corrupt local officials issued building licences illegally. Where the fault lies within government agencies themselves, it is hard to see how they could then justify demolishing these properties.”
