As someone who been a owner at Dequesa Village since 2007 I feel inclined to comment as noone else has responded in the four days since you posted.
Is the pool warden another name for pool life guard? If so the lifeguard is there for legal reasons. Spainish law requires a lifeguard for pools over a certain length. Only our bottom pool comes into the category. So we pay a lifeguard to be present during the official opening times at that pool. Other pools do not require any supervisor.
In July or August since 2007 there are a large number of users in this peak season (owners and renters) and they tend to make the pools over subscribed. There are many issues: non residents using the pools, people taking dogs, the use of glass by the pool and people trying to reserve sun lounges by leaving towels and other items on them.
By all reports the life guard does his best to police the rules but it can be very difficult. There are occupants who are unfamiliar with the rules, other who decide to ignore the rules and some who are worse the wear for excess alcohol.
Our president and the committee have increase the signage concerning behaviour and rules.
They have introduced arm bands to deter non-residents from using the pool facilities.
The pool attendent cautions users not to leave towels on sun lounges and will remove them after an interval. He will also ask people to leave who have dogs and to take away any glass items.
Originally we had a President who was an employee or the Developer but now we have a resident/owner president and more owner participation in the management of the community it is gradually improving.
So it gets better over time but sadly there will be people who don't respect the rules and who don't have consideration for others. Be specific in suggestion on how you'd like to see improvements. But remember extra staff costs the owners in increased community fees.
Meanwhile I NEVER go in July or August. It all sounds so dreadful with bad car parking, noise and crowded pools.
