Firstly Terrazas De Le Torre is cheap to buy due to the fact the infrastructure for the new build apartments being built before the crash meaning that the developer can finish them off at a lower cost than building from scratch. The resort was also hit hard by the crash meaning the banks now own a large volume of the apartments here. Both these factors are currently keeping the prices artificially low, but they will go up in the long term.
The resort has a number of communal pools and is kept emaculately maintained - and obviously residents pay for this - community fees vary dependant on size of plot but I think range from 80€-120€ per month. The apartments use electric only but be aware that electric and water is expensive in Spain. If you want wifi and English language TV factor in another 27€ ish a month.
The resort has its own Spar shop with limited stock and a clubhouse bar and restaurant - although in the winter this is only open 8am to 6pm. We are five mins drive from the Town of Roldan a traditional Spanish town with a variety of bars and restaurants all at low non touristy prices. There is also the sister resort, Le Torre 5 mins away with a much better Spar and a couple of bars and restuarants open all year round and many more in the summer.
Whether new builds cost more to buy as the tax is slightly higher, although always nice to get a brand new property! There are some good buys second hand some of which will come fully furnished. Bank properties are good value too. Don't worry to much about missing fixtures and fittings - we brought our property from the bank and it was missing the oven and light fittings which we simply had fitted for us as part of a furniture pack deal. The estate agents will no doubt be able to suggest places to go to arrange this.
i hope I have answered some of your questions at least. But just to summarise Terrazas is a great long term investment and a lovely place to spend relaxing time right now. The golf course is very popular so not likely to close. Beware of the cheaper resorts where the courses no longer operate. Enjoy your trip
Oh almost forgot - we pay less than 200€ a year for a keyholder who does monthly checks on our property which I would really recommend
