You'll find you have to wait and see, but it sounds like someone will cough up. It used to be that the Spanish government either declared an event (storm, eathquake etc) ro be covered under the consortium perils, or not. But now it's become a bit more complex than that.
If I were you I would confirm the fact that they will be paying if the government don't etc, back to the insurers in writing, referring to the conversation, date and the individual you spoke to etc. Then speak to them every 7 days or so for an update. It's always good to speak to the same person if you can and regularly drop them a friendly email confirming whatever is agreed.
