The builder has no right at all to make you complete Firstly he's already in breach of contract under Clause 1, probably under Clause 4, and definitely under Clause 5. The gits at PP are definitely guilty of mis-selling. Advert states pool size - joke. Also states shop and restaurant. Ayuntamiento at Mecina have no knowledge of plans for these, plus they advertised with all services connected - double joke.
Elec and Water. Unless Alpujarra region as opposed to rest of Spain, are supplying free utilities. These can only be supplied via certified meters. The property is issued with a bulletino or certificate from the utility company with the property registration no. on it. If our conning builder suddenly says all is connected ask him for the certificates from the utility companies. If he can't, don't sign. In Spain if utility companies find you are getting supplies without a registration, then they can and do cut you off. They'll then fine you and charge you for supply they think you've had and then charge for a connection certificate. Oh and by the way you can't sell on without these certificates to present to the next owner.
Read the crap from PP completions/legal dept, although I'm not sure if that's worth the paper it's written on. They are supposedly responsible for completion etc. not the builder direct.
Our Spanish lawyer used to work for PP, so can't act against them so we have opened up talks with another one. There is a definite case against the builder and probably against PP. But bloody Spanish law is the slowest in the world the damn apt could be completed before we get a result.
