WE HAVE BEEN ASKED TO PROVIDE 100E TO GET SOMEONE TO OPEN OUR APARTMENT SO THE UTILITIES CAN BE CONECTED?

That seems very high, I have spoken with a person who manages property and they do key holding and other services a lot cheaper. Who has quoted such a high figure?
