Computer has been down, but up and running again, returned from CDP on 21st Oct, Builders putting pipe work in and have to landscape as mentioned by others, builders were working from 08:00am short siesta and back working until 6pm, hope it continues, took plenty of photos and will download now computers back!! hello to Dave and Cheryl who we met in the Office while speaking to Patricia, I think everyone now thinks it will be a lot later before we are in residence but I am sure it will be worth the wait so hang in there you all!!! we were told by Patricia phase 4 south should be ready Sept 07, probably we will go back next June to check on things.

We returned from San Juan on 28th October. We are purchasing on Phase 1, and our foundations are in, having been like that since April when we last visited !. There are no new foundations yet.
There was a great deal of activity all over the site all week, 8.00am to 7.00pm each night. This activity is mainly in relation to the roads and piping, and they were certainly taking shape by the end of the week.
We saw a girl in the office on the Monday, and called in again on the Friday when we saw Patricia. Both told us that there was at least a delay on Phase 1 until October 07, which could stretch to December 07. June is now not possible.We were told it is all the town hall's fault with regard to the licences etc, they do have verbal approval, but are still waiting for the written documents. They have also been told to complete the roads and green areas, prior to building. They hope to complete this by the end of the year, barring any bad weather (They had a lot of rain last winter). Actual building of the houses is hoped to start in January, and again they are hoping for good weather so as not to cause any more delays..
We were told the school and the sports ground, including tennis courts, does also have verbal approval, and work on these may well start early next year.
We were told that the 9 hole golf course on the site next to Calas del Pinar has now been given verbal approval, and the building on the corner of the Calas del Pilas, next to the Mimosas Apartments, is being refurbished to open as the sales office. This was also confirmed to us by a local British ex pat.Work on those buildings was taking place.
We also looked at the 18 hole golf course that is nearing completion in the hills towards Pulpi. It is a breathtaking course in the hills, with fantastic views , and should be completed soon.
The new toll road from San Javier airport will open early in the new year, and should at least halve the journey time from there.
Regarding compensation, if our work is late (It should have been completed October 2006), our solicitor has told us that unless it can be proved that it is the builders fault then it is highly unlikely taht any compensation will be paid. If it is the licences that have been the problem (which it appears tom have been), then this is not the builders fault and no compensation would be forthcoming!
However, we also feel that this area is one of the nicest there is in the region, and are pleased we chose to buy here.However we are not holding our breath for any completion date as yet. Next visit April next year.

Hi All
Have now uploaded the photos.
I don't know if any of you are aware about the white villas at the back of CDP they have been completed (look very nice) but apparentley the builder has gone bankrupt and nobody has been able to move into them.The Mayor has now instructed the council to take over the villas, does anybody else know anything about this.

My Soliciter has contacted me this afternoon having spoken to pulpi town hall planning dept. She has been told that there is no specific reason for the delay of licenses being issued and is down to volume of work and backlogs (they would say that thought wouldn't they). When my soliciter asked how long the licenses would take, she was told it may be a week, a month or longer, and that they just didn't know how long the backlog would take to clear.

Many thanks for these pictures that you've just downloaded. At least there is something going on and its giving us a little bit of hope again. We really do not want to be forced to pull the plug we love the area and desperately want to see some real action. We'll take a deep breath and keep our fingers crossed.

To frank and Pat (again!) - Yes my parents mentioned the builder behind CDP had gone bust and the council would not release them for open sale but didn't habe any more info
On the positive side, they also looked at some for sale very close to CDP, they said they were not a patch on what was planned for CDP - and had been refused permission for swimming pools because of the ongoing water shortages????

W returned from a visit to CDP on 28th October. We are purchasing on phase two and spoke with Patricia while viewing the site. Her comments confirm what has already been said . We were expecting completion October 2006 , then the date moved to June 2007 but Patricia told us that if there was rain over the winter, building could be delayed even further, with completion possibly Christmas 2007. Patricia commented on the building of a commercial centre but told me it could be 3 or 4 years away.
We feel disappointed , but will return again in April next year, hopefully to a better situation.
We have pictures of the site which I will post soon.

I think that is unecessary and alarmist. As frustrating as it is, the delay does seem most definately due to delays at Pulpi town hall. Peinsa are a very well known Spanish building firm. But of course you should have your bank guarantee in place whoever the builder is.

Hi Roger, I think you may be misinterpreting some earlier posts. As I understand it, it is the builder of another site near to CDP who is said to have gone bust. My suspicion is that there are still some authorisation step(s) to be completed before above-ground works at CDP can proceed. Hopefully, the fact that groundworks are proceeding should give us some reassurance that the rest will follow as soon as it is possible. Regards, Grant & Lynne (Ph V)

Paul, I was reacting to your comments re: the builder behind Peinsa going bust, I am hoping you were refering to the villas `behind` CDP (geographically) not the builders behind CDP (financially) if you know what I mean....too much stress for a Sunday morning..

Hope this is of use in soothing a few nerves. This was received on 1st Nov. It is the reply my soliciter got having contacted Peinsa HQ directly. I asked the question why are are things not progressing more quickly. My soliciter also told me that Peinsa are held in very high regard in Spain and laid the blame directly at Pulpi town hall (which is a bit annoying because if we want compensation for contractural delays then apparently we have to prove that Peinsa are responsible - which it seems they are not)
My soliciter stated:
'She (at Peinsa) has explained that the Town Hall of Pulpi has only asked them to start the works on the infrastructure and once this is partially executed (no need to be 100% completed) they will resume the works for the houses. She reassured me that the cranes will be there in 2 months and the big job will then start.
From my own experience, I can tell you that when people that are not familiar with building sites actually go and visit those sites, they always think that there must be 25.000 workmen on site for it to progress, but it is not the case. Each stage of the building require only very few people. At the moment, the workmen on site are doing the initial infrastructure, then the structure specialists will turn up etc. What would the electricians, plumber or brick layers do there when their presence is not required? So it is very likely that there were enough people there to make things move in the due time.'

Thanks for that Paul, although not brilliant news it`s best to know the proper reasons for non activety, my agent in Spain told me Nov/Dec is always a quiet period for building...mind you they said that about june, july & august...roll on jan to may then...

Yes I find that baffling, the place shuts down in August, Ive never heard of Nov and Dec being quiet as well! I too was disappointed that they were seeming to suggest building in full beginning in the new year - although perhaps we should see it as being refreshing that they may in fact be being honest about time scales for a change. I think we will all feel a lot happier as soon as we see the first house going up.

We were down there 2 weeks ago and there was a fair bit of activity on site. Dates are very unclear but we came away thinking it should be ok. Our agents concur with other postings that the delays appear to be with town hall and administration.
We are buying in ph 5 and our own projections are more towards spring 2008. When it happens we are going to be in a great place. CDP is going to be a good location - especially when you compare to the massive developments around Vera.
Our next trip is March.

Hi All
Last week I had both my agent and solicitor contact Peinsa regarding delivery dates. I mentioned that my due date (phase 8) is June 2007 and if there were to be a significant delay I wanted out. However, hey both came back with the same rsponse ie that it is likey to be the beginning of 2008. I was reminded that Senorio de Roda had many of the same difficulties and once they were up and running they made very rapid progress, I can confirm that having followed the progress of the Roda site.
Once again it ws pointe out that the Pulpi town hall are dragging their feet until infrastructure is in.

Hi All fellow buyers.
Whilst appreciting that Pulpi Town Hall have certain requirements before giving the appropriate licences, I have limited sympathy with the builders.
Why don't they move speed up a notch to get the required infastructure in place so we can get things moving!!
Irrespective of fault, we the customers still have a lot of money sat in Spain whilst we wait for our homes to be built! Any one who has knowledge of the finance penalities in place for such delays, appreciate you letting us know more.

Hi Everyone,
We have just received a note from our solictor telling us that because the authorities have still not formally issued the licences, there will now be a delay in starting building work until at least January 2007, and our property (on phase 6) will not now be ready until March 2008.
These seems a totally unreasonable delay but I understand that as the fault is on the part of the authorities we have no claim against the builder. (Unless anyone knows differently ..........................)
